IV. Policy Statements:
1. The Municipal mayor shall order Forced/Pre-emptive evacuation of all residents-at-risk during severe disaster/calamities such as flood, tsunami, earthquake and the like upon the recommendation of the DRRMO.
2. All members of the municipal DRRMC shall be at the Emergency Operation Center upon declaration of signal no. 3 by PAGASA or upon occurrence of those mention in item no. 1 for them to monitor the necessity of forced/pre-emptive evacuation and make recommendations to the Municipal Mayor.
3. All Municipal vehicles with drivers shall stand by at the Municipal Hall ready on call upon order of forced/pre-emptive evacuation by the Municipal Mayor.
4. All designated evacuation centers at the barangay level shall be readily available once forced/pre-emptive evacuation is ordered.
5. Evacuation centers shall include all school buildings in every barangay and all municipal own building or structure (municipal gymnasium).
6. All residents-at-risk shall be given first and last warning by the Evacuation Rescue Team. In the event that they still refuse to evacuate on the last warning, the police force of Urbiztondo are hereby authorized to apply forced evacuation.
7. The Municipal Mayor has the authority to enter into a memorandum of agreement or memorandum of understanding for assistance/support to any local government unit, non-government organizations, civil societies and private institutions in the event that severe disaster is happening or going to happen for the welfare and safety of the people.
8. The Municipal Disaster Risk Reduction Management Council, Evacuation Rescue Team and Quick Response Team have no liability if they will follow the protocol as embodied in the evacuation plan during the forced/pre-emptive evacuation.
9. In order to protect the properties and belongings of the evacuees, an inventory will be done prior to the force/pre-emptive evacuation if time is still at the essence and without risking he life of the responding team. There must also be provision of security measures to protect their properties.
V. Repealing Clause

All ordinance and resolutions inconsistent with this ordinance shall be repealed.

VI. Effectivity Clause

This ordinance shall take effect immediately upon approval.
