Two Versions: 3 paragraphs vs 4 paragraphs edit

Apparently, there are two versions of the proclamation. A 3-paragraph version, as originally cited by the page creator, and a 4-paragraph one that I'm citing here: The Chinese Repository, Vol. X, Page 64. The contents of the two are the same, just different paragraphing. I have read both, and the 4-paragraph actually seems a better fit than the 3 one. So, I have changed it into a 4-paragraph one. Cantonese Translation edit

A Cantonese translation of this work is now available through the multilingual Wikisource at 安民公告. But Cantonese is one of those languages that do not have their own Wikisource sites. Because of that, this page can’t directly be linked up with and to its Cantonese translation. Yet, ironically, the Cantonese translation has already been linked to this page. So, currently, it’s a one-way street from Cantonese to English but not the reverse. To bypass this problem, a note with a link to the Cantonese translation has been added to the header box of the page, instead of the usual link on the left side.
