I should have answered your kind letter of the 10th long ago, had I not been overwhelmed with work; and now I can merely thank you for it.

I hope we shall be able to carry out to the fullest extent the principles of the Fifth Avenue conference. At least we shall try. I think you may depend upon the Executive branch of the Government.

Whenever you have any suggestions to make, I shall be very glad to receive them—at all times. I wish you could come to spend a few days here. All our friends ought now to be together again.
