เรื่อง ประกาศจัดตั้งวิทยาลัยการอาชีพ	Re: proclamation of the establishment of industrial and community education colleges[1]
⁠ด้วยกระทรวงศึกษาธิการเห็นควรให้ขยายการศึกษาวิชาชีพให้กว้างขวางยิ่งขึ้นสอดคล้องเพียงพอกับความต้องการของประชาชนในชนบท และตรงตามความต้องการของตลาดแรงงานในท้องถิ่น รวมทั้งก้าวทันการพัฒนาเศรษฐกิจและสังคมส่วนร่วมของประเทศ จึงจัดตั้งสถานศึกษาวิชาชีพประเภทวิทยาลัยการอาชีพขึ้นเพื่อจัดการศึกษาและฝึกอบรมวิชาชีพทุกระดับและประเภทวิชาที่ขาดแคลนซึ่งเป็นความต้องการของท้องถิ่นรวมทั้งของประเทศ อันจะเป็นการเสริมสร้างและพัฒนากำลังคนของประเทศไทยให้มีคุณภาพในการประกอบอาชีพและมีคุณภาพชีวิตที่ดียิ่งขึ้นตามนโยบายของรัฐบาล	Whereas the Ministry of Education, seeing it appropriate to extend vocational education to a larger scale which serves the need of the people in the rural region, meet the desire of the local labour market, and catch up with the development of the country's economy and society at large, finds it expedient to establish vocational education institutions in the form of industrial and community education colleges to administer the education and training of vocations at every level and of academic subjects that are insufficiently taught and are required by the locals and the country as well, which would strengthen and develop the human resources of Thailand for a more quality in the carrying out of vocations and for a better quality of life in line with the government policy;
⁠ฉะนั้น อาศัยอำนาจตามความในมาตรา ๒๘ แห่งพระราชบัญญัติปรับปรุงกระทรวง ทบวง กรม พ.ศ. ๒๕๓๔ กระทรวงศึกษาธิการจึงให้จัดตั้ง	Therefore, by virtue of the provisions of Section 28 of the Reorganisation of Ministries, Bureaus, and Departments Act, 2534 BE (1991), the Ministry of Education hereby orders the establishment of:

⁠เป็นสถานศึกษาสังกัดส่วนกลางขึ้นกับกองวิทยาลัยอาชีวศึกษา กรมอาชีวศึกษา กระทรวงศึกษาธิการ	as the central government's educational institutions subsidiary to the Division of Vocational Colleges, Department of Vocational Education, Ministry of Education.

1. The Thai term "วิทยาลัยการอาชีพ" witthayalai kan a-chip literally translates "college(s) of occupational affairs". But its official translation is "industrial and community education college(s)".
2. Item 14 is missing.
