Ok - so how is the GitHub repo with all sorts of tools not also a promotional edit? Clicking it immediately leads to a "sponsored" solution.
Also, some of the links don't even work.
I'm trying to share a tool that could be used for WikiSource contributors.
Look - I get you have a spamming policy, but immediately blocking without explanation is a BAD policy. It discourages anyone from contributing to WikiSource. Then you need to present the potential tool to the community in a public discussion, and request that it be evaluated as a potential solution.
