In 1884 appointed official of Department of Agriculture and Commerce; promoted Director of Patent Bureau of same Department, 1890; later appointed Director of Official Gazette Bureau; Chief Secretary of Lower House, 1896; Vice-Minister of Agriculture and Commerce, Vice-Minister of Education, 1899; Director of Legislative Bureau, 1900-1902; has sat in House since 1903; one of the founders of Hogaku-in (Private Law College).
