OKUMA, Count Shige-nobu (TOKYO), M.P.; Leader of Progressive Party; b. 1838. In charge of Treasury Department, 1873-81; Minister for Foreign Affairs, 1888; was entrusted with duty of revising Treaties concluded before Restoration; upon terms of these treaties being published attempt at assassination was made which resulted in loss of one leg; after sitting in opposition several years was appointed Minister of Foreign Affairs and of Agriculture and Commerce, 1896; has practically led the Opposition in Lower House since 1898; renowned horticulturist; has never been out of Japan; created Count, 1887.
