the security of the State, or for protecting rights, freedoms, dignity, or reputation of another person, or for maintaining public peace and order or good morals, or for preventing or suppressing moral or public health deterioration.
No printing house shall be closed nor printing shall be prohibited for curtailing the freedom under this section, save where a final judgment orders closure of a printing house or prohibition of printing.
No article or message in a newspaper shall be required to be submitted to an authority for censorship prior to publication, save during the time the Country is in a state of fighting or war or during the time a state of emergency is announced or martial law is promulgated. However, this must be done by virtue of the power under the provision of law enacted in accordance with the stipulations of paragraph 2.
Owners of newspaper businesses must be Thai nationals, subject to the conditions prescribed by the law.
Provision by the State, or a public agency, or a state or state enterprise agency of money or other property to support a private newspaper business shall be prohibited.
