This freedom shall not be restricted, save by virtue of the power under a provision of law and only for protecting common benefits of the public, or for maintaining public peace and order or good morals, or for preventing economic monopolisation or oligopolisation.

Section45.Persons have the freedom to form political parties to carry out political affairs in line with the way of the administration under the democratic regime prescribed by this Constitution.

Establishment and operation of political parties shall be as prescribed by the provisions of the law on political parties.

Political parties must publicly disclose their sources of income and their expenditure.

Section46.Persons have the freedom to communicate with each other by means of postal services or by other lawful means.

No letter, telegram, telephone, or other communication between persons shall be censored, detained, or disclosed, nor other act shall be done to obtain knowledge about the contents of all communications between persons, save
