Luang Praditmanutham said: "In the commentary of the President of the Subcommittee which concerns this term of 'Citizenry's Committee', [it is said that] His Majesty[1] has advised [against this term].[2] However, these sections do not contain important issues relating to this term, whilst the question which is the important issue of these sections deals with the power. Thus, we should consider [the question] first, [so that it be] in line with the consideration procedure. As regards the term 'Citizenry's Committee', we should wait until the chapter about this term, that is, chapter 4, section 46."
Luang Dechatiwong seconded him.
Phraya Wichairatchasumon said: "We should consider about the term before speaking about the principle, unless the matters would become confused."
Nai Sa-nguan Tularak said: "This constitution will be in use for a long period of time, which may be up to centuries. Therefore, a question regarding a term is deemed important. No mistake should be allowed, or else we will be condemned. So, I am of an opinion that, at this stage, we should consider about the principle first. Once it is over, we shall then consider about the words with the same meanings."
