Nai Prayun Phamonmontri said: "At the initial stage before the consideration [started], the meeting had already agreed that the consideration would be conducted section by section. This should probably end the problem, as the decisive resolution has already been adopted."
Luang Praditmanutham said: "[The amendment motion] proposed does not contain any meaning which would affect the term. I mean I should like to make a reservation for the term 'People's Committee' only. But if the context would be affected by a delay in considering any term, [the term] itself will need to be considered at the same time. As for the term 'People's Committee', I should like to have it considered later after we arrive at the matters involving it, because it would not affect the context in any manner at all."
Phraya Nitisat said: "This term of 'People's Committee' is a term that should be considered later when we arrive at the chapter concerning the People's Committee. If it is to be considered right now, I have not prepared for it, for I understood that it would be considered at a later stage."
The President of the House said: "Now, I beg you to pass a resolution. I mean, here, we have a question as to whether a specific term should be reserved for later consideration, that is, the term 'People's Committee'. Should it be considered upon arrival of [the chapter concerned] or should it be considered at the same time [as these sections] as previously agreed? Thus, I beg the meeting to cast a vote." The meeting cast a vote and ended in a tie of 26 votes on both sides. The meeting then requested a ruling from the President of the House. The President of the House ruled that the term be shelved for later consideration. Accordingly, the meeting allowed the term "People's Committee" to be shelved for discussion upon arrival of the relevant chapter.
