SEC. 730 9 . GRANTS F OR Y O U TH ORGANI Z ATIONS. Section 410 of the Agricultural Research, Extension, and Edu - cation Reform Act of 1998 (7 U.S.C. 76 3 0) is amended by striking subsections (b) and (c) and inserting the follo w ing

‘‘(b) FLEXIB ILI TY . —T he Secretary shall p ro v ide maximum flexi- bility in content delivery to each organi z ation receiving funds under this section so as to ensure that the uni q ue goals of each organiza- tion, as well as the local community needs, are fully met. ‘‘(c) RE D I S T R IB U TI ON O F FUNDIN GW IT H IN O RG A NI Z ATIONS AUTHORIZED.—Recipients of funds under this section may redis- tribute all or part of the funds received to individual councils or local chapters within the councils without further need of approval from the Secretary. ‘‘(d) AUTHORIZATION OF A P PROPRIATIONS.—There are authorized to be appropriated to carry out this section such sums as are necessary for each of fiscal years 2008 through 2012.’’. SEC. 73 1 0. AGRICULTURAL BIOTECHNOLOGY RESEARCH AND DEVELOPMENT FOR DEVELOPING COUNTRIES. Section 411(c) of the Agricultural Research, Extension, and Education Reform Act of 1998 (7 U.S.C. 7631(c)) is amended by striking ‘‘2007’’ and inserting ‘‘2012’’. SEC. 7311. SPECIALTY CROP RESEARCH INITIATIVE. (a) I N G ENERAL.—Title I V of the Agricultural Research, Exten- sion, and Education Reform Act of 1998 (7 U.S.C. 7621 et seq.) is amended by adding at the end the following: ‘ ‘SEC. 4 1 2 . SPECIALTY CROP RESEARCH INITIATIVE. ‘‘(a) D EFINITIONS.—In this section: ‘‘(1) INITIATI V E.—The term ‘Initiative’ means the specialty crop research and extension initiative established by subsection (b). ‘‘(2) SPE C IALTY CROP.—The term ‘specialty crop’ has the meaning given that term in section 3 of the Specialty Crops Competitiveness Act of 2004 (7 U.S.C. 1621 note

ublic L aw 108 – 46 5 ). ‘‘(b) ESTABLISH M ENT.—There is established within the Depart- ment a specialty crop research and extension initiative to address the critical needs of the specialty crop industry by developing and disseminating science-based tools to address needs of specific crops and their regions, including— ‘‘(1) research in plant breeding, genetics, and genomics to improve crop characteristics, such as— ‘‘(A) product, taste, quality, and appearance; ‘‘( B ) environmental responses and tolerances; ‘‘(C) nutrient management, including plant nutrient uptake efficiency; ‘‘(D) pest and disease management, including resist- ance to pests and diseases resulting in reduced application management strategies; and ‘‘(E) enhanced phytonutrient content; 7USC 7 632.
