Los gastos que demande el sostenimiento de esta Oficina que- daran a cargo de los paises que utilicen sus servicios, repartidos aquellos proporcionalmente al nu- mero de valijas que intercambien por su mediaci6n. La Administraci6n de Panama adelantara las cantidades necesa- rias para mantener expeditos los servicios de la Oficina. Dichas cantidades se reintegra- ran trimestralmente por cada Ad- ministraci6n interesada, pero los reintegros que no se produzcan dentro de un plazo de seis meses, a partir del vencimiento de cada trimestre, devengaran un interes de 5% anual, destinado a aumen- tar los recursos de sostenimiento de la Oficina de Transbordos. ARTICULO 22 Arbitrajes Todo conflicto o desacuerdo que se suscite en las relaciones postales de los paises contratantes, sera resuelto por juicio arbitral que se realizara en la forma dispuesta por el Convenio vigente de la Uni6n Postal Universal. ARTICLE 22 Arbitration Every conflict or disagreement arising in the postal relations of the contracting countries will be settled by arbitration, which will be effected in the manner pre- scribed by the Convention of the Universal Postal Union in force. The designation of arbitrators shall be incumbent upon the sig- natory countries, with the inter- vention of the International Office of the Postal Union of the Amer- icas and Spain, if necessary.
