Permissions required for File:Civil Rights Movement EL Text.pdf edit

Hi. The file that has been uploaded to File:Civil Rights Movement EL Text.pdf says that it is in the public domain, however, the site requires more than a statement to that effect. As I am sure that you would understand such a statement would have no legal binding. We require fo you to step through the process at c:Commons:OTRS with regard to this work at English Wikisource. Hi Billlinghurst, Thanks for the question. I will send the author's statement of intent to the permissions e-mail. The author is in his late 90's, quite poor health, and has stopped using e-mail. I will try to visit him to see if we can get the form completed as per wikimedia requirements. fyi below is the statement the author (John Duley) sent to me in 2014. However it is possible that we may not get the form completed and one of the copyright volunteers will have to make a judgement decision on keeping or deleting.

Leslie and I have were very pleased to learn so much of East Lansing history from your monograph. As we mentioned at breakfast I’m looking into putting your monograph entitled "The Civil Rights Movement in East Lansing and Edgewood Village” onto wikipedia. There is a section of wikipedia called wikiSource that holds original works that may be then used in the encyclopedia articles as a source material.

The first question is about copyright. WikiSource does not accept copyrighted works. You do not have a copyright notice on the title page but there is no explicit permission to reproduce or republish either.

Did you intend that the monograph should be published without a copyright? Do you give permission for it to be reproduced and put onto WikiSource?
