United States Statutes at Large/Volume 13/38th Congress

The 38th United States Congress was a meeting of the legislative branch of the United States federal government, consisting of the United States Senate and the United States House of Representatives. It met in Washington, D.C. from March 4, 1863, to March 4, 1865, during the last two years of the first administration of U.S. President Abraham Lincoln. The apportionment of seats in the House of Representatives was based on the Eighth Census of the United States in 1860. Passed at the first session, which was begun and held at the City of Washington, in the District of Columbia, on Monday, the seventh day of December, A. D. 1863, and ended on Monday, the fourth day of July, A. D. 1864.

Abraham Lincoln, President. Hannibal Hamlin, Vice-President and President of the Senate. Daniel Clark was elected President of the Senate, pro tempore, on the twenty-fifth day of April, and so acted until the end of the session. Schuyler Colfax, Speaker of the House of Representatives.
